A community member, such as a neighbor or business owner, can provide third party documentation.
- This can be in the form of a letter or oral statement recorded by the intake worker.
- The community member must have physically observed where the applicant was living.
- The community member can only provide documentation for those months when he/she physically observed the applicant.

Insufficient:
"Carl Chaplin sleeps behind the gas station."
Sufficient:
"I work at the 7-Eleven on Central and Wyoming. Every morning when I come into work at 6:00 am, I see Carl Chaplin sleeping behind our store. Carl was sleeping behind the store yesterday morning, March 12, 2016."
"Carl Chaplin sleeps behind the gas station."
Sufficient:
