- The Defining “Chronically Homeless” Final Rule was published in the Federal Register on Friday, December 4, 2015 and went into effect on January 15, 2016. This means that Continuum of Care (CoC) grantees were required to comply with the Final Rule starting on January 15, 2016.
- The Final Rule does NOT apply retroactively to a CoC Program participant who was admitted prior to January 15, 2016. The final rule DOES apply to anyone who entered on or after January 15, 2016.
- The Final Rule DOES apply to CoC Permanent Supportive Housing (PSH) projects that have beds dedicated or prioritized for people who are chronically homeless. Since our CoC Common Standards require PSH projects to prioritize at least 85% of their beds for people who are chronically homeless, this Rule applies to ALL PSH projects in both the Albuquerque and Balance of State CoCs.
