A single HMIS record of a stay in an emergency shelter* is sufficient documentation to consider the individual or head of household as residing in that location for the entire month unless there is clear evidence of a break such as an HMIS record of an exit to permanent housing.
The HMIS must meet certain standards. We know that New Mexico's HMIS meets those standards, but we do not know if other HMIS from other states meet those standards.
You can only use an HMIS record of an emergency shelter stay. You cannot use an HMIS record of an outreach contact or other non-shelter service

How to capture the necessary HMIS information
To use a HMIS record, you should create a "screen shot" that shows:
The local HUD field office has asked that grantees generate a "Client Event Report"
- Client name
- Shelter Name
- Entry and Exit dates

- Log in to ServicePoint, and go to (click on) REPORTS. Go to ART.
- In the ART directory, open the PUBLIC FOLDER. In the Public Folder, open the CoC & MFA sub-directory.
- Select the 409 – CLIENT EVENT HISTORY report. There is only one user prompt, enter the desired HMIS CLIENT ID.
- Save the report. Print in hard copy and retain in client file. Specifically, be sure to print and retain the CLIENT TRANSACTION DETAIL tab information.
